Off the bat I'm new to IT Security and encryption and I have some basic algorithms written out by hand and I was wondering what language/programs might be good to use for someone with only a basic understanding of programming.

I am familiar with encryption and the theories behind making strong algorithms and don't worry I'm not planning on using this to encrypt anyone's data other than my own.

Hi machina - welcome to Security Stack Exchange. This question is one that has come up all across the Stack Exchange network - which language is best for xxxx? And the answer is always as @Jacco says. Use whatever you want to start with - knowing more languages is better, so keep learning, but start with whatever you have. – Rory Alsop Jul 17 '12 at 8:57

The language is just a tool, so choose whatever language you feel comfortable with.
