Theoretically, yes, there is a paper trail if it was done by card. In practice it would be up to the telecommunications company what records they kept, unless the law in their jurisdiction requires it.

In theory, yes. In practice - you'd have to ask the company. They wouldn't give it to you, but maybe to law enforcement. – E M Jan 29 at 1:30
