Ramhound, most of the time it's the business that decides if users can be blocked after a certain time. Imagine if Facebook decides to do that just to increase the cost of its password hashes.

@Bradley Gottfried, are you certain that the key value is not changed in each iteration? I believe that code is python, and I'm not well versed in it. I'll look for another implementation in another language just to be sure.
