Thanks for your answer. I think then the only data to be modified is data in use, not data at rest (unless data at rest become data in use, as in a backup restore).

Singapore, SG means the company is based in Singapore, not the cert was issued from Singapore. PayPal Private Ltd. is really located in Singapore.

I think Toby's point is: I don't trust a third party to manage something so personal as my identity. I mean, I have access to my data, the target service already have access to may data, why risk a third party to potentially be able to have access too?
