Yes, but checking the other way around - if I have a web site or web service, figuring out a score for my visitor - to potentially present them with a captcha if score isn't high enough, or block traffic if the score is very low.

A distributed attack would be more brutal if you didn't have this in place. No matter what you do, it will always heighten the level of the threat. / If users are hiding behind a proxy they would just have to wait. It could be a hacker using a proxy and not a real user. The thing is you never know and that's the consequence for being anonymous. You shouldn't compromise security for convenience.
