That line was specific to whether "hashing vs encryption" is better. That question is slightly nuanced. If you are talking about properly implementing password hashing, then yes, it's better. However, it's very easy to screw the implementation of password hashing up, so I hold that you can't make a blanket statement saying that password-hashing is always better than encryption.

@AJHenderson: Your comment isn't valid within the context of the question and answer. Question: Can storing encrypted passwords be justified. Yes. When acting on behalf of a third party. If the key is my password to the 3rd party service, is irrelevant (within the context of the question).
