The main idea is to be completly "blank" in the POV of the ARP requests. So it could be 1. do not send ARP request for host discovery in local network and 2. do not send ARP requests when doint port scan.

Another malicious explanation for requests like these might be that the URLs are the standard ones used by some webshell.
