Changing your password any time someone tries to reset your password and fails is basically allowing them to DOS you at worst, troll you at best. They shouldn't be doing that.

@zzzBov - I don't know what to say, I absolutely WOULD think twice if someone left their motorcycle helmet on at an ATM... and I'd call the police, too. Ah well.

It's true ENOUGH, though. You know you're on camera at a gas station ATM, or a normal ATM, and you know that if you're wearing a mask or sunglasses at 4AM, anybody else seeing you will be suspicious. It's most likely a matter of setting the bar high enough that most crooks don't bother.

Check whether whatever is requiring you to transfer data securely specifies a method or minimum requirement. Maybe run it by your legal department.
