Oct 16, 2020 at 6:22 comment added Sederqvist The development of a protocol for transmitting data packets securely over a network has little to do with those who create browsers and servers. Besides this is all encapsulated and processed on different levels, using unrelated software libraries. The communication part and the signing and / or encryption uses different code that isn't part of the server or the browser! The browser parses and renders HTML etc, the server stores various forms of code that gets translated into HTML or serves static files. You're mixing way too many unrelated topics in your answer.
