If NSA had been aware of his location, they wouldn't have used high tech surveillance to collect the password for his laptop but send SWAT to take him down. As such, the potential attack vector was hidden cameras cheap enough for mass surveillance which means no IR, and pretty low resolution video and audio with stereo mic at best.

You can also analyse the movement of muscles of Snowden's arms and extrapolate up to its fingers' location and movement.
