I'm wondering about a specific model I encountered in reading this paper which describes a model for the amount of meta-information that can be encoded in cache.

The relevant section is repeated here:

In our model, C_info = C_max log |M| where C_max and |M| are respectively the cache capacity and the maximum memory address.

Why does this C_info as the maximum information that is able to be encoded make sense?
